CORONAVIRUS RELIEF FUND GUIDANCE

Coronavirus Relief Fund Guidance for State, Territorial, Local, and Tribal Governments April 22, 2020.

 

The purpose of this document is to provide guidance to recipients of the funding available under section 601(a) of the Social Security Act, as added by section 5001 of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”). The CARES Act established the Coronavirus Relief Fund (the “Fund”) and appropriated $150 billion to the Fund. Under the CARES Act, the Fund is to be used to make payments for specified uses to States and certain local governments; the District of Columbia and U.S. Territories (consisting of the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands); and Tribal governments. The CARES Act provides that payments from the Fund may only be used to cover costs that— 1. are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19); 2. were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act) for the State or government; and 3. were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020.1 The guidance that follows sets forth the Department of the Treasury’s interpretation of these limitations on the permissible use of Fund payments.

The Yankton Sioux Tribe collaborates with Planning and Development District III out of Yankton, South Dakota on a variety of professional services that include technical assistance, potential grant opportunities and future economic development projects. 

Planning and Development District III is a voluntary association of county, municipal and Tribal governments. Its mission is to provide comprehensive development assistance to its membership and the private sector. The district offers a full range of services that help the region maintain public services and expand economic opportunities. The association is governed by a committee of elected officials, non-profit organization representatives and business interests. The district employs a professional staff with extensive experience in a variety of development and technical fields. For more information

EDA PROJECT UPDATE:

 

The Food Distribution Center/Title VI/Small Business Center building completion date is scheduled for August, 2020.

YST

Food Distribution Center 

The YST is a building a new 10,500 sf Food Service Center in Wagner, S.D. This will be a pre-engineered steel building provided by Hardsteel Buildings Inc.

Programs will include:

  • The USDA Commodity Program - Provide healthy options including vegetables, fruits and meats due to more space.

  • The Title VI Elderly Program - Elderly nutrition programs

  • CDFI Office and 1 available Business Incubator.

The YST received a Technical Assistance Grant to create a Native CDFI Financial Institution through the Department of Treasury.

WHAT DOES THE CDFI FUND DO?

The Community Development Financial Institutions Fund (CDFI Fund) plays an important role in generating economic growth and opportunity in some of our nation’s most distressed communities. By offering tailored resources and innovative programs that invest federal dollars alongside private sector capital, the CDFI Fund serves mission-driven financial institutions that take a market-based approach to supporting economically disadvantaged communities. These mission-driven organizations are encouraged to apply for CDFI Certification and participate in CDFI Fund programs that inject new sources of capital into neighborhoods that lack access to financing.

This program will offer such service to meet the needs of affordable housings loans as well as home buyer training & financial education to members living on or near the Yankton Sioux Reservation.
